Key findings

The Report highlights some progress made by Romania since the adoption of ECRI’s fourth report in March 2014, such as the newly introduced possibility to generate data on racially motivated offences, through a feature on the Ministry of Justice’s electronic tool for court statistics-ECRIS.
However, it expresses concern regarding widespread racist hate speech in public discourse, underreporting of hate crimes and the limited awareness among the general public on equality and nondiscrimination. The Report invites authorities to urgently adopt the National Strategy on Equality, Inclusion, Diversity, and to put in place an integrated system for data collection on hate speech/hate crime.

Report. The working methods for the preparation of the ECRI country reports involve documentary analyses, visit to the country concerned, and a confidential dialogue with national authorities.
